Connecting a Facility to the IRI API

An open-source ACTIVATE prototype connects a facility to the Department of Energy Integrated Research Infrastructure (IRI) API. An administrator connects the system in ACTIVATE, which generates a registration command; run on a login node, it starts an agent with a single outbound connection on port 443 and no inbound firewall changes. Status, compute, account, and file calls follow the IRI specification and run on the facility's own Slurm or PBS scheduler.
