One license per deployment, priced by where it runs
A deployment is one ACTIVATE control plane. The environment sets the price because it determines the work to deploy, secure, and maintain it. Every program license includes:

The team is sized from the approximate number of active end users you expect and the tier you choose. That estimate sizes the team and nothing else: users are not counted, capped, tracked, or trued up. The team is reviewed with you at agreed intervals and changes only when the support load does.
The team grows more slowly than your users
At the Enhanced tier, so the cost per user falls as adoption grows. Team sizes are an illustrative staffing basis; Parallel Works sets the team on each quote.

What counts as a deployment?
One ACTIVATE control plane: either a dedicated organization on the Parallel Works platform, or an installation in your own cloud account, data center, or High Security boundary. A second deployment for the same customer, such as a separate security enclave, is licensed at half the first.
Do you charge per user, per GPU, or by usage?
Not on a program license. It covers unlimited users and unlimited connected clusters, cloud accounts, and GPU contracts, which you can add at any time without changing the license. Small teams of up to about 100 users can license per user instead.
Is mission engineering included?
Yes. Every program license includes a Parallel Works mission engineering team that operates the deployment, supports its users, and carries escalation. The support tier sets who answers users first.
